On this page, you will find information about shelter options in Amersfoort and how to register. It also includes information about residency rights for refugees from Ukraine.

Please note: The municipality of Amersfoort cannot accommodate any new Ukrainian refugees. The reception centres are full.

Temporary Protection Directive

Last summer, the European Union (EU) extended the Temporary Protection Directive (RTB) for Ukrainian displaced persons until 4 March 2027. This means that Ukrainians who fled during the war and meet the conditions will continue to be entitled, in EU countries, until 4 March 2027:

  • reception
  • living allowance
  • insurance (health and liability)
  • and are allowed to work.

This page contains information if you have a long-term place to stay in Amersfoort.

Waiting list

When places become available in Amersfoort, they go to refugees on our waiting list. We only put Ukrainians on this waiting list who:

  • fall under the Temporary Protection Directive (RTB) and who
  • are already registered in the Amersfoort Personal Records Database (BRP)

or who already have their own partner, parent or minor child in a reception centre in Amersfoort. This does not apply to adult children and their parents who wish to be reunited.

Do you think you qualify for a place on our waiting list? Check refugeehelp.nl/rtb to see whether you fall under the Temporary Protection Directive (RTB). If so, you need a (Ukrainian) passport. Read on refugeehelp.nl/paspoort how to obtain it.

Then you can send an email to vluchtelingen@amersfoort.nl stating which family member already lives in Amersfoort or at which address in Amersfoort you are registered. If this information is correct and a place becomes available, we will contact you.

For those who receive a place

Do you receive a place? Then you are entitled to reception, but not to a specific bed or specific room. The municipality of Amersfoort has 3 reception centres where people from Ukraine are staying (temporarily). The caretaker may ask you about relocating to another place or room, if circumstances so require.

Registration in Amersfoort

All Ukrainian refugees who are staying in Amersfoort must go to the city hall to be registered in the Personal Records Database [Basisregistratie Personen] (BRP). Please note: If you are staying with a host family, You will only be able to register with the BRP if you have a letter from your host family confirming that you can stay there for the long term.

BSN

After registration, you will receive a Dutch citizen service number (BSN). You need this number to be able to arrange all kinds of matters with government bodies, such as the living allowance.

Registration in the Netherlands

Once you have a place in reception accommodation and are registered in the Amersfoort BRP, you must make an appointment within 4 weeks with the IND (Immigration and Naturalisation Service (Immigratie- en Naturalisatiedienst)) for proof of residence (right of residence). Do you receive a letter from the IND stating that you must collect your proof of residence within 4 weeks? Schedule a new appointment as soon as possible via the IND appointment page. In addition, you must arrange a DigiD for access to Dutch government and other organisations’ websites.

14-year-olds & proof of residence

When your child turns 14, they will need their own proof of residence: a yellow sticker in their passport. Children who are still enrolled on a parent's passport can be issued a separate O document. You can apply through the IND's online appointment scheduler.

If your right of residence ends

Occasionally, a review of your file by the IND (Immigration and Naturalisation Service) may reveal that you do not (or no longer) meet the conditions of the Temporary Protection Directive Ukraine (RTB) for Ukrainian refugees. You will then receive a letter stating that the IND intends to stop your temporary protection. It also states that you will have a few weeks to raise any questions or apply for asylum.

Are you receiving such a letter? If so, contact VluchtelingenWerk directly at ndemers@vluchtelingenwerk.nl to find out what is happening and what the best course of action is. The municipality will invite you for a discussion about your intentions: whether you plan to file an objection, apply for asylum, remain in Amersfoort or leave. If you respond too late, you may lose your right to shelter, living allowance and insurance, and you may have to leave the country.

The law on mobilisation in Ukraine

Ukrainian men who are subject to the law on mobilisation in Ukraine and who live in the Netherlands can no longer renew their passports. For the time being, the Dutch government has no plans to send these men back to Ukraine. If your passport has expired and you cannot have it renewed because of this, you can use your O-document within the Netherlands as an identification document and as proof of residence. Information for 3rd country nationals

For some refugees (see rijksoverheid.nl/3elanders) from Ukraine with a passport from another country and a temporary residence permit in Ukraine, the right of residence ends. You can find more information from the IND (Immigration and Naturalisation Service (Immigratie- en Naturalisatiedienst)) on their web page about this. You will automatically receive a letter from the IND explaining exactly what applies to you, what steps you need to take, and by which date you must do so. Don't have the letter (anymore)? You will then also receive an invitation from the municipality to talk about your departure plans and what is needed.
